Howe Twp. supervisors told a Maryland developer his subdivision plan wasn’t ready for approval, saying he didn’t meet the requirements for final approval.

At the supervisors’ June 12 meeting, George Junka of Newport Developers LLP, Reistertown, Md., presented the plan for Riverview Development.

The plan was recommended for final approval by the planning commission.

It had been submitted on April 30. The preliminary plan was submitted Dec. 13, 2007.

Junka said he wants to build 33 lots on 67.85 acres. The development would be on Red Hill Road toward the Newport River Bridge. Junka said he has yet to close on the property, and it should be finalized within a few months.

The discussion led to a debate with representatives of Newport Water Authority. Township residents get their water through the authority or from private wells.

Water authority chairperson Barb Hart and vice chair James Welsh said Junka has had little contact with the authority and that he never contacted the authority about connection rates. Hart said the last time Junka saw the water authority was in April 2007.

“Our wells have been pumping tremendously,” Hart said. “In fact, they are pumping so well, that we can rest the wells.”

Junka said there wasn’t a lot of water to be had and that it would cost $43,000 to hook the development onto public water.

Supervisor Wendy Brunner gave the figures presented in the feasibility study to township engineer John Shambaugh of FPE Consulting Engineers, Dillsburg. Shambaugh said it would cost Junka $38,500 to hook onto the system.

Brunner also said American Land Concepts, the company that did the feasibility study, is owned by Junka, which made supervisors uncomfortable with approving a final plan.

Shambaugh also recommended the development be served through private wells, questioning the reliability of the Newport’s wells.

Authority engineer Kevin Jacobs of Glace Associates said the authority hasn’t seen a copy of the final land development plan.

“The water authority does have a vested interest in that property because we have a water line running through it,” Jacobs said, adding the water authority would like to review the plans.

Supervisor Dale Beaver said he is not against development, as long as it is done correctly, stating materials up for approval need to be submitted before the meeting so it can be reviewed correctly.

“You gave us a feasibility study and it’s not the one we asked you to get; it’s an old one,” Beaver told Junka. “I don’t like that the plan isn’t what we asked for and if you’re taking this data from the conclusions in that plan, I don’t think it represents the plan you’re asking us to approve.”
